Flash Floods in Syria: Situation Update No. 02, Eastern Syria Focus

This report describes the situation when it was prepared (2026). Figures and conditions may have changed since.

Summary

Situation update of 31 October 2026 on the flash floods in Syria, focused on Raqqa, Deir ez-Zor, Al-Hasakah and eastern Homs. It reports the national response, maps access and exposure by area, reviews sector needs and proposes a first 72-hour action plan. The figures (8 deaths, 4 missing, at least 60 people rescued, more than 550 field interventions) reflect the national multi-governorate response, not an EMISSA-operated response, and remain provisional pending field verification.

This is a desk-based analytical briefing. It does not indicate that EMISSA carried out the reported rescues or response operations. It keeps national figures apart from location-specific observations, does not add up figures from separate bulletins, and uses no field photographs or simulated images as evidence of the incident. Conditions on the ground change quickly, so check for the newest report.
