This report describes the situation when it was prepared (2026). Figures and conditions may have changed since.
Summary
Situation update of 2 November 2026 on the flash floods in eastern Syria, looking beyond the rainfall to water supply, road access and agricultural livelihoods. It follows four developments in public reporting: a recovery west of Tabqa, interrupted water pumping, unsafe crossings and flooded farmland. It is a desk-based synthesis of public sources, not an EMISSA field verification, and the 30 October national figures remain the baseline: later local reports do not adjust them.
No independent household verification, structural inspection, water sampling or flood-footprint mapping was carried out for this publication. Figures refer to different dates and areas and should not be added together. The 30 October national totals stay the baseline until an official, reconciled statement is issued. The update implies no EMISSA deployment, aid distribution or funding.
What the update covers
- How the emergency has shifted: intermittent drinking-water supply, unsafe crossings and farm losses
- Where it matters: Ar-Raqqa, Deir ez-Zor, Al-Hasakah and eastern Homs, on a reference map that marks cities, not flooded areas
- Water and access: up to 26 pumping stations reported halted at the turbidity peak (a past peak, not a live count), and road disruption at Khunayfis and for night travel from Deir ez-Zor
- Livelihoods: about 2,500 dunams flooded in al-Kubar, and cotton and maize losses reported in Raqqa
- People and protection: the earlier movement of 375 families out of Raqqa camps, which is not a current displacement total
- A 72-hour verification and coordination agenda, the minimum outputs to request from each lead, and a register of 12 public sources
